The Marine Assurance Advisor supports the Director, Global Logistics Assurance in leading Global Logistics Assurance’s efforts to establish, maintain and enforce the logistics (Marine / Truck / Rail & Logistics) assurance program for all logistics activities within the scope of Phillips 66’s assurance standards. This position provides support on a global basis to internal business partners, terminals and third parties for all logistics activities.

Responsibilities May Include

  • Provide support in the implementation of the Global Logistics Assurance Standard and the vetting as well as auditing process.

  • Support the Barge / Ship assurance team to carry out “Risk Assessment” and vetting/berth fit evaluations of all vessels nominated for P66 marine movements on regional & global basis.

  • Assist with Logistics carrier evaluations, as and when required.

  • Close liaison and response to program Users/commercial group for vessel evaluation and guidance. Quick response to changing requirements in a daily dynamic environment with changing priorities.

  • Represents Phillips 66 interests at local or regional assurance related functions.

  • Assist with the periodic Global Logistics Assurance reporting to the Phillips 66 management.

  • Coordinate/responsible for record storage/electronic files and data.

  • Utilize, support continual improvement of the assurance systems and databases.

  • Monitor incident reporting, terminal feedback reports and follow up with vessel and vehicle operators to resolve elevated risk issues; coordinate risk mitigating measures.

  • Conduct “operational review” meetings with visiting vessel or vehicle operators with focus on risk mitigation, vessel or vessel or fleet specific issues and P66 expectations and requirements.

  • Assist in development and maintenance of Logistics related training programs for Global Supply Chain & Logistics group.

  • Participate in emergency and Incident management, reporting reviews, drills, etc., as required.

  • Coordinate SIRE inspections of third-party vessels and TMSA audits of vessel operators, as required.

  • Coordinate the inspection and audits of time-chartered vessels, as required.

  • Assist in SIRE Invoicing process, if required.

  • Conduct a periodic review of programs, processes, and metrics to ensure continual improvement.

  • Develop a “Logistics Assurance knowledge base” by monitoring vessel inspections, vessel and vehicle operators’ inspections & audits, interaction with Industry or Carrier groups, taking applicable training courses and tapping internal resources.

Required Qualifications

  • Legally authorized to work in the job posting country

  • 5 or years marine and /or Logistics experience

  • High school diploma or GED equivalent

Preferred Qualifications

  • Bachelor’s degree

  • Senior Marine license or certification

  • Auditors’ experience and certification

  • Familiarity with SIRE inspection and marine vessel vetting processes

  • On board experience with deep draft tank ships and/or tug/tank barge units

  • Knowledge of tanker vessels and operations, marine terminals, lightering or offshore marine operations

  • Broad understanding of marine business

  • Experience in incident (accident/near miss) investigations and review of casual factors and corrective / preventive actions

  • Working knowledge of international marine guides and standards such as OCIMF and IMO; also understanding national standards such as API and NFPA

  • Ability to recognize hazards, assess risk and suggest an appropriate mitigation plan

  • Ability to establish sound yet realistic objectives and courses of action to get results

  • Proficient with Microsoft Excel, Word, PowerPoint, and computer applications

  • Superior interpersonal communication & influence skills to guide individuals and groups to attain HSE goals

  • Good written and oral communication skills

  • Willingness to accept and promote change

  • Strong leadership, facilitation, planning, and organizational skills required

  • Ability to lead effectively through influence and capability to influence at all levels

  • Accepts ownership and meets deadlines

  • Strong advocate of ethical business practices

  • Willing to travel domestically and has or will obtain passport to travel internationally (total upto10% travel estimated)
