The Employee Assistance Program at Phillips 66 provides consultations with business partners and directs employees to appropriate resources with the goal of maximizing workplace psychological well-being and maintaining a safe, productive workplace. The Houston R egional EAP Coordinator must reside in Houston TX and supports the Phillips 66 Headquarters, facilities on the Gulf Coast, in the Mid-West and the West Coast. Travel is required.

Responsibilities May Include

  • Provision of confidential and timely problem identification and assessment services both in person and by telephone.

  • Referral of employees and dependents to their health care plan or community resources.

  • Provision of consultation and training to managers, supervisors, work groups, and Human Resource staff seeking to manage the troubled employee, improve employee or work group job performance, and enhance the work environment.

  • Provision of substance use disorder interventions, training and follow-up, including conducting return to work meetings, gathering feedback from treatment providers on employee progress toward discharge, monthly follow-up with employees returning to work after treatment, and enroll the employee in the follow-up testing program as allowed by regulations.

  • Outreach to and education of employees and dependents regarding the nature and availability of the internal and external EAP services.

  • Consultation to the organization to encourage availability of and access to mental health and substance use disorder benefits.

  • Identification of the effects of EAP services on the organization and individual job performance through the collection of metrics

  • Development of materials used for presentation to the general employee population, managers and supervisors on topics that include mental health/substance abuse issues.

  • Provision of consultation and intervention regarding critical incidents and workplace conflict resolution services.

  • Provision of consultation to the organization regarding behavioral risk management, change management and participation on the Threat Assessment Team.

  • Maintains client case records in case management database.

  • Provision of disability case management for MHSA absences and consultation to Health Services, Absence Management and Human Resources.

  • Creation of promotional materials, such as Workplace EAP brochures, material for the Workplace EAP website, and company-wide communications to improve mental health and substance use disorder awareness.

Position Requirements


  • Legally authorized to work in the job posting country

  • Master’s degree in Psychology, Social Work, Counseling or a related field

  • Possession of a state license to function independently in field of expertise

  • Clinical training with minimum of 10 years as a licensed clinician

  • Credentialed as a Certified Employee Assistance Professional (or certification eligible)

  • Ability to demonstrate knowledge and understanding of the business environment

  • Ability to mediate or negotiate interpersonal and intra-organizational conflict

  • Commitment to professional standards, ethical practices and continued professional development of self and others

  • Ability to make professional presentations and represent Workplace EAP to internal and external groups

  • Ability to maintain the balance between clinical/client needs and the business needs of the corporation

  • Ability to network with external resources and internal business partners

  • Ability to lead or facilitate group process in workgroups or teams

  • Strong writing, editing and verbal communication skills

  • Ability to work with a wide range of individuals from diverse backgrounds, countries of origin, and at varying levels within the corporate structure


  • Previous experience in the energy industry

  • Experience in working with unions and represented employees

  • Qualified as a Substance Abuse Professional under Federal Department of Transportation regulations
