Description:
The Tank Project Director is responsible for providing quality project management support for Phillips 66 Midstream Project Managers and serves as the leader of the regional project management organization within the Tank Center of Excellence (COE). This role plans and manages API 653 internal inspection turnaround projects for Midstream and Refining. The Projects Director is accountable for ensuring the team plans and manages the projects with the goals of utilizing cost efficient processes and fit-for-purpose standards, ensuring asset integrity and regulatory compliance, and performing projects on budget and on schedule, without incident or injury, and with minimal impact to customers.
Responsibilities may include:
Responsible for project management within the API 653 internal inspection Tank COE program (tank program).
Ensure all project management activities are implemented in a manner consistent with Phillips 66 core values delivering superior safety, quality, schedule and cost performance
Responsible for utilization of processes, procedures, standards, and specifications necessary to perform tank program projects including, project management, cleaning, entry, inspection, repair, hydrotesting, coating and construction.
Accountable for regional tank FEL, estimating, scheduling, plan approval, budgeting, obtaining funding, project management and reporting.
Responsible for efficient, fit-for-purpose FEL development and obtaining SOW approval that ensures asset integrity and regulatory compliance
Responsible, with Procurement, for soliciting, selecting, and scheduling regional tank contractors.
Accountable, with COE, HSE and site, for regional tank project planning and performance of work safely while meeting regulatory requirements.
Responsible for regional tank project communication, planning, scheduling, and reporting that minimizes business impact to Midstream and Refining customers
Responsible for talent enhancement of project managers through feedback and coaching, development of leadership skills, and addressing any performance gaps through development plans
Qualificiations :
Basic/Required :
Legally authorized to work in the job posting country
Bachelor's degree in Engineering
7 or more years of direct engineering experience
Previous Midstream or refinery project and/or construction management experience
Awareness of industry recommended practice, design methods and QA/QC requirements with respect to checking procedures, incorporation of agreed changes and document control
Experience managing engineering and construction contractors
30% travel to work sites and engineering offices will be required to support project development, engineering design activities, field construction activities and PTO/commissioning support
Preferred :
7 or more years of direct project management experience
Knowledge of Phillips 66 management of change principles
Knowledgeable of and proficient user of SAP modules
Track record of continuous professional development
Professional Engineer registration
Understanding of federal, state and local regulations, industry standards and DOT requirements
Strong oral/written communication skills and the ability to interact and work in a team environment
5 or more years of pipeline, terminals or Midstream experience
