The Process Control Network Specialist/Engineer reports to the Automation Lead in the Technical Services Department of the Sweeny Refinery. The PCN Admin works directly with the corporate IT ICS (Industrial Control Systems) Network and Security Group; and is also the site Cybersecurity Officer. The PCN Admin role is primarily responsible for always maintaining reliable network data communication, while also serving as administrator of the Process Control Network(s) and Asset Base for the Refinery. The position works as a member of multiple cross-functional teams and acts as an advocate for best practices in the selection, implementation, and development of the process control system to ensure that safety, regulatory, production, and optimization objectives are achieved. The PCN Admin also provides technical expertise to assist in the development of infrastructure projects, day to day operation and overall improvement of the facility and assists with general controls support for the Sweeny Refinery and supported Terminals.

Responsibilities May Include

  • Lead the development, implementation, and maintenance of the process control network

  • Lead the Microsoft Windows Network Administration and design for the Control System Network

  • Responsible for Microsoft Windows Operating System Software/Server Administration, Backup, and Recovery

  • Responsible for Implementing and Managing Network Security Policies

  • Responsible for Fiber Network Administration

  • Support antivirus (McAfee ePO) and WSUS Updates

  • Administer and support the virtual environment including patching and upgrades

  • Provide Cisco Network Design, Maintenance, and support for the process control environment

  • Provide input and assistance to capital project teams from conception to commissioning predominantly for Controls Modernization and Automation projects including hardware and software design, testing, graphics, commissioning, start-up, and documentation

  • Work with controls, instrumentation, and operations groups to establish priorities for Process Control Network/System work.

  • Work with and support the MOC process for the Process Control Systems.

  • Respond to issues and solve problems associated with FTE networks, wireless network and the VM environment of the process control network

  • Assist in the development and maintenance of systems and procedures for the DCS

  • Able to understand the requirements and interactions of software applications in the Demilitarized Zone and on the control system network

  • Provide basic process control system support for Honeywell control systems

  • Support Firewall monitoring and administration

  • Responsible for implementing and supporting domain requirements including access security definitions, notification and rollout of virus updates and service packs, and generating user profiles

  • Share key learnings and best practices among the company refineries and with other best practice teams through various knowledge sharing networks

Required Qualifications

  • Legally authorized to work in the job posting country without restrictions

  • High School diploma or GED equivalent or higher

  • Maintain a valid US driver’s license

  • Must be able to respond to off-hours support requests, including weekends and/or holidays for turnarounds and/or operational upsets and participates in a weekly call out rotation

  • Willing and able to obtain a Transportation Worker Identification Card (TWIC)

Preferred Qualifications

  • Bachelor’s degree or higher in Computer Science, Electrical Engineering, or IT related field

  • 3 or more years of direct experience in a refinery or chemical facility

  • 5 or more years of experience with Honeywell Experion Control System Network Support in a Refinery/Petrochemical facility

  • Knowledgeable in Ethernet networks, network topologies, communication protocols and information management systems (PC’s, firewalls, switches, routers, servers, operating systems)

  • Knowledge and experience with acceptance testing and commissioning of instrument equipment and systems.

  • Experience with SAP S/3 or S/4 creating purchase requisitions

  • Cisco CCNA or other Networking Certification

  • Experience with SolarWinds and ClarOTy Applications

  • Experience with VMWare and Virtual Environments

  • Experience with configuring Firewalls, Switches and Routers

  • Experience with OPC configuration and Virtual Machine Development/ Configuration

  • Experience with Honeywell TDC3000 and Experion Control Systems

  • Experience with Honeywell OneWireless systems

  • Experience with Cisco networking and switch administration

  • Must possess a strong desire to learn, strengthen and build skills, keep up with process control network technology

  • A self-starter capable of operating independently and as a contributor in a team/project setting

The Sweeny Refinery is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car. Refined products are also exported to Latin America by waterborne cargo.
